Bindle Satrapy – Western Coastal Province of Carmania

Description

The lands between the Brass Mountains and the Sweet Sea were all Bindle territories, providing good, rich grazelands on the interior and three large cities upon the sea. Bindle is the last Carmanian satrapy to join the Lunar Empire and is a proud region of sailors and traders. Most of the population lives in the large cities along the coast of the Sweet Sea or in numerous fishing villages nestled in the cliffs and coves of the rugged coast. The coast adjoining the Sweet Sea is rocky and rough, and “seves” or fjords extend inland for kilometers. Harandash, the largest and richest city in Bindle, is built inside one of those seves and has a wonderful, well-protected port. The collapse of the Syndics’ Ban has revitalized Bindle. Trade with the Arrolian city-states on the Janube River (in Fronela) and with the barbarians on the coasts of the Sweet Sea has been channeled through Bindle and into the Empire, along the Poralistor River. The city of Bindle itself (formerly Prin), which had become depopulated, is again blossoming and being rebuilt, although the Satrap still lives in Harandash, in the delta of the Poralistor River. This city stands on a series of islands, defended by sandbars, treacherous tides, and the local river cult. Curving bridges and rowed ferries connect the islands of the city, which are dominated by the Jewel of Governance, the island that holds the armory, the Hall of Houses, and the Satrap’s palace. During the Syndics’ Ban the Sweet Sea was treacherous and sailed by only the boldest. With the recent opening of the sea several cities have become important boat-building and trade centers. In the days of the Carmanian Empire the western satrapy was a member of the Sweet Sea Allies, a collection of lands under Harangvat rule. In those days it was very wealthy and the source of many fine sailors. The Lunars conquered Bindle after conquering Carmania and included it in Carmania. The culture in Bindle is more Lunarized and less typically Carmanian than in other parts of Carmania. There is also a strong undercurrent of Bindler nationalist feeling, along with a large population of Boat People who live year-round on their boats in the Sweet Sea. Satrap Kaufin/Kaufan Destrino recently ordered Storal fortified, for he fears the release of Charg from the Ban and the possible foes that might be revealed. Work progresses on a double wall with three outwork fortresses on the hills around the city. A ditched wall with a military road behind it is being built along the Esel River as far as the border with Worion. The Satrap has funded a temple to Invisible Orlanth in the city, which supports an increasingly powerful vexilla named the Hazars of Wrath. This region between the Sweet Sea and the Brass Mountains is mostly ruled by Satrap Kaufan Destrino.

Geography

Bindle occupies the western coastal region of Carmania between the Brass Mountains and the Sweet Sea. The interior consists of good, rich grazelands. The coastline is rocky and rugged, deeply indented by “seves” or fjords that extend inland for kilometers. Numerous fishing villages are nestled in the cliffs and coves. The three major port cities lie directly on the Sweet Sea: Harandash (built inside a protective seve with a superb natural harbour), Bindle City, and Storal. Harandash sits near the confluence of the Sweet Sea and the Poralistor River and is constructed on a series of islands in the river delta, defended by sandbars, treacherous tides, and the local river cult; curving bridges and rowed ferries link the islands, with the Jewel of Governance island containing the armory, Hall of Houses, and Satrap’s palace. The Esel River forms part of the southern boundary with Worion, along which a ditched defensive wall and military road are currently under construction. The Sweet Sea itself provides abundant fisheries, while the reopening of sea lanes after the Syndics’ Ban has turned the region into a vital trade corridor linking the Lunar Empire with Fronela.

History

In the days of the Carmanian Empire, Bindle was a member of the Sweet Sea Allies under Harangvat rule and was very wealthy, serving as a major source of fine sailors. Before the Lunar conquest it remained independent and prosperous, with the Kereusi tribe of bull-worshipping Enelvi ruling an underclass of Oredanarans (Ornai) along the shores; ancient pacts with the Ornai’s aquatic cousins granted sailing and fishing rights. Political marriages and trade deals with Carmania were frequent, and Bindle’s ports were used for the Shah’s expedition into Fronela (919–929 ST). Bindle retained its independence until 1153 ST. After the fall of Carmania and the Blood Kings’ War, Bindle launched an invasion up the Poralistor River claiming ancient territorial rights, employing Rathori and Char-Un mercenaries; the Char-Un soon turned on their employers and sacked the northern cities. Bindle then surrendered to the Lunar Empire and was incorporated as a satrapy by Aronius Jaranthir in 1335 ST. Jaranthir replaced the old noble families with loyal Carmanians and renamed the cities (Talast → Harandash, Prin → Bindle, Banlot → Storal). Under Carmanian rule the satrapy prospered and played a key role in refugee traffic to Fronela in the early-mid 1400s, suffering far less than the rest of the Western Reaches during the troubled century. The Syndics’ Ban (1499 ST) isolated the Sweet Sea, making it treacherous; fishing and trade collapsed, leading to overcrowding and starvation in the cities. The sea lanes reopened roughly fifty years ago, triggering an economic boom as Bindle now channels trade with post-Ban Fronelan cities (including the Arrolian city-states on the Janube River).

Nickname: Sweetshoremen. Stereotype: Turbulent. Bindle is more Lunarized and less typically Carmanian than other satrapies. There is a strong undercurrent of Bindler nationalist feeling.
